Kansai Airport to Kyoto and Osaka: Haruka, Rapi:t, Bus and Local Train (2026 Fares)
Short answer: to Kyoto, the cheapest is the JR Rapid with one change (¥1,860, about 2 hours); the easiest with luggage is the ¥2,800 bus; and the Haruka is ¥2,700 only if you buy the foreign-visitor ticket before you arrive. To Namba in Osaka, Nankai's Rapi:t is ¥1,410 with the phone ticket. JR-West raised its discounted Haruka prices on November 1, 2026, so older blog posts show the wrong figures.
To Kyoto Station: four ways
| Option | Price | Time | Good for |
|---|---|---|---|
| JR Haruka, discounted one-way ticket (foreign passport holders) | ¥2,700 (child ¥1,350) | about 75 to 80 min, direct | One train, a seat, bought before you arrive |
| JR Haruka, normal ticket | ¥3,060 unreserved, ¥3,590 reserved | about 75 to 80 min, direct | When you did not buy the discounted ticket |
| Airport bus (KATE limousine) | ¥2,800 (round trip ¥5,100 within 14 days) | about 1 h 25 to 1 h 30 | Big suitcases, no stairs |
| JR Rapid, change at Osaka | ¥1,860 | about 2 hours | Cheapest, light luggage |
Prices: the ¥2,700 and the child price are on JR-West's own page. The normal Haruka ¥3,060 and ¥3,590 and the ¥1,860 come from Kyoto University's access page (fares as of May 2026) and Osaka-Station.com; JR-West's pages we could read did not list them. The bus price and time are KATE's. The Haruka time is the 75 minutes in JAL's airport listing and 1 h 20 in the NAVITIME timetable, so allow 75 to 90 minutes.
The numbers side by side: the discounted Haruka saves ¥890 against a reserved normal ticket and ¥360 against an unreserved one, and costs ¥840 more than the Rapid with a change. The bus is ¥100 more than the discounted Haruka.
The discounted Haruka ticket: what JR-West says
- Price changed on November 1, 2026. Kyoto went from ¥2,200 to ¥2,700; the same release lists Osaka and Shin-Osaka ¥1,900 (was ¥1,800), Tennoji ¥1,600 (was ¥1,300), Kobe ¥2,300 (was ¥2,000), Nara ¥2,200 (was ¥1,800). The price is set by the day of purchase, and tickets bought on or before October 31 stay valid at no extra charge.
- Who can buy: a passport issued by a foreign government and entry to Japan as a "Temporary Visitor". Japanese nationals, including those with permanent residence abroad, cannot. You show your passport to collect it and when asked on the train.
- Where to buy: not in Japan. Either buy an exchange order (E-TICKET) from a travel agency outside Japan and exchange it in Japan within 3 months, or reserve on JR-West's online train reservation (credit card only, no virtual or numberless cards; reservations open at 10:00 a.m. JST one month before travel) and collect it with your reservation number, 4-digit ID, the same card and your passport. A machine needs a passport with an IC chip; otherwise use the ticket office.
- Seats: you can reserve a seat at a machine or ticket office, or online if you booked online. For the Haruka's ordinary cars JR-West lists no extra ticket; the Green Car needs separate Green and express tickets.
- Limits: one ticket per passport for the same use period, no getting off at stations in between (the ticket becomes invalid), the start date can be changed once, and a lost ticket is not reissued. Refunds are made only at the exchange place and cost at least ¥560 in handling fees.
The bus to Kyoto, step by step
- Where it goes: Kyoto Station Hachijo-guchi, the south side of the station, and Highway Kyotanabe (about 1 h 5 to 1 h 10). KATE runs it from Terminal 1 and Terminal 2.
- Fare: ¥2,800 adult, ¥1,400 child. Round trip ¥5,100 (14 days) or ¥4,100 (same day only), according to KATE.
- Times: on the KATE timetable we read on November 4, the first bus from Terminal 1 left at 6:45 and the last at 23:20, reaching Kyoto Station at 0:45, with departures about every 20 minutes through the day. Timetables change, so check KATE.
- Reservation: only buses to the airport must be reserved (by phone to the Keihan Bus center or on Hassha Orai Net). From the airport, KATE says you can ride without one if seats are free.
- Paying at Kyoto Station (for your return): the ticket machine takes cash, and credit cards from 5:15 a.m.; IC cards work on the bus; the window is open 7:10 to 17:40 and takes cards. At other stops bring exact change, KATE says.
To Osaka: Namba, Umeda, Tennoji
| Option | To | Price | Time |
|---|---|---|---|
| Nankai Rapi:t Digital Ticket, regular seat | Namba | ¥1,410 (Super Seat ¥1,590) | as little as 34 min |
| Nankai Rapi:t, standard price | Namba | ¥1,670 (¥970 + ¥700 seat charge) | as little as 34 min |
| Nankai Airport Express (no seat charge) | Namba | ¥970 | slower; no reserved seat |
| JR Kansai-Airport Rapid | Tennoji / Osaka Station | ¥1,060 / ¥1,180 | about 45 to 55 / 65 to 75 min |
| Airport bus (KATE) | Osaka Station (Umeda), Shinsaibashi, USJ | ¥1,800 each | see KATE |
| JR Haruka discounted ticket | Tennoji / Osaka, Shin-Osaka | ¥1,600 / ¥1,900 | shorter than the Rapid |
Rapi:t prices and the 34 minutes are Nankai's. The ¥970 base fare is from JapanPin's summary of Nankai's fare table; the Osaka Rapid fares are from Osaka-Station.com. Bus fares are KATE's main-route list. The ¥1,600 and ¥1,900 are JR-West's.
Buying the Rapi:t Digital Ticket
- Buy it on Nankai's purchase page, then choose your train and seat in the ticket wallet on your phone. You cannot use the ticket before you choose them.
- Hold the QR code to a designated Nankai Digital Ticket gate. Other gates and exits do not accept it.
- It works only on the day you select. You can change trains up to 2 times, until 5 minutes before the train leaves. Unused tickets are not refunded after the day passes.
- If you leave the train before your stop, the ticket cannot be reused. A child ticket cannot be bought alone. The price is flat between Kansai Airport and Namba, Shin-Imamiya, Tengachaya, Sumiyoshitaisha and Sakai.
Going back to the airport on the JR Rapid
JR-West warns that the Kansai-Airport Rapid splits at Hineno station. If you ride toward the airport, sit in one of the first four cars.
Which one should I pick?
- Going to Kyoto with a big suitcase: the bus, or the Haruka if you already hold the discounted ticket. The Rapid has a change at Osaka with stairs and crowds.
- Going to Kyoto on a budget with a small bag: the Rapid at ¥1,860. You save about ¥840 against the discounted Haruka.
- Staying around Namba or Dotonbori: Rapi:t Digital Ticket, ¥1,410.
- Staying near Osaka Station or Umeda: the JR Rapid at ¥1,180, or the bus if you want to sit the whole way.
- Landing late at night: check the last train and bus times on the operators' pages before you book a hotel; they stop earlier than the flights do.
Left out (not confirmed on an official page today): the exact Haruka and Rapid timetables, platform numbers, Terminal 2 walking directions, how buses run at night, and whether a Japan Rail Pass or the Kansai tourist passes cover each route. Check these on the operator's page or at the airport.
Quick answers
What is the cheapest way from Kansai Airport to Kyoto?
The JR Kansai-Airport Rapid to Osaka Station and then a JR Kyoto Line Rapid, ¥1,860 in total and about 2 hours, according to Osaka-Station.com and Kyoto University's access page. It needs one change and no seat reservation. The next step up is the direct Haruka, which is ¥2,700 if you hold the discounted foreign-visitor ticket.
How much is the Haruka for foreign tourists after November 1, 2026?
JR-West raised the discounted HARUKA One-way Ticket on November 1, 2026: Kyoto ¥2,200 to ¥2,700, Osaka and Shin-Osaka ¥1,800 to ¥1,900, Tennoji ¥1,300 to ¥1,600, Kobe ¥2,000 to ¥2,300 and Nara ¥1,800 to ¥2,200. Can I buy the discounted Haruka ticket at the airport?
No. JR-West says it is not sold within Japan. You buy an exchange order (E-TICKET) from a travel agency outside Japan and swap it for the ticket in Japan within 3 months, or reserve it on JR-West's online train reservation with a credit card and collect it at a station machine or ticket office with your passport. You must hold a foreign passport and enter Japan as a temporary visitor.
Is the Kansai Airport bus to Kyoto worth it?
It costs ¥2,800 and takes about 1 hour 25 to 30 minutes to Kyoto Station Hachijo-guchi (the south side), according to KATE. It stops at both terminals, buses leave about every 20 minutes in the daytime on the timetable we read, and it avoids stairs and transfers with a big suitcase. It is slower than the Haruka and costs about ¥100 more than the discounted Haruka ticket.
Do I need to reserve the airport bus?
Not from the airport. KATE says reservations are required only for buses going to Kansai Airport, and that if seats are free you can ride without one.
How much is the train from Kansai Airport to Namba?
Nankai's Rapi:t costs ¥1,410 for a regular seat (¥1,590 Super Seat) if you buy the Digital Ticket on your phone, and about ¥1,670 at the standard price (¥970 base fare plus the ¥700 seat charge). The Airport Express, which has no seat charge, is the ¥970 base fare.
